Mayor York Announces Partnership with Volunteers Impact Prosperity (VIP)

Collaboration with local communities is designed to produce the nation’s first Community E-Network.

        St. Charles Mayor Patti York has announced a partnership with Volunteers Impact Prosperity (VIP) along with two other communities in the metropolitan area…an effort designed to produce the nation’s first Community E-Network. 

“The purpose of a Community E-Network is to better connect community resources and opportunities to the serving, earning, learning and leading needs of our citizens,” said Mayor York. 

“We didn’t even know what a Social E-Network was until 2002, but according to the Pew Foundation, 75 percent of the young people in my community – 18 to 25 – are current members.  We envision the Community E-Network as a social e-network with a local mission.” 

            Mayor York say's she’s been working with VIP in tandem with St. Louis Mayor Francis Slay and Wentzville Mayor Paul Lambi.  “It is our hope that we’re well on our way to developing what we feel will be the E-Network of the future…a Community E-Network that will better connect the needs and interests of our citizens with existing resources and new opportunities,” she said. 

            This initiative has been driven in large part by Mayors York, Lambi and Slay since leaders of 200 area groups and companies commissioned two first-ever surveys in 2007 to determine the level of dependency that communities have on their local volunteers as shown below:

            Serving – Each Community E-Network will provide every community member with a free ‘volunteer count’ lifetime account that allows them to count, verify, record and report their volunteer service hours.  The account also allows the volunteers to keep a lifetime continuous record of their tax deductible volunteer mileage as well as a place to keep record of all tax deductible monetary contributions.

            Earning – Each E-Network will provide every community member with free access to a community-based Employment E-Center.

            Learning – Each E-network will provide every community member with free access to America’s Scholarship K-12 (ASK) program demonstrating to every member of the community that there is absolutely no financial reason for them not to secure a postsecondary degree.  This program was initially launched with the support of the Maxine Clark and Bob Fox Foundation, Anjon Products and the U.S. Fidelis Foundation.

           “We are excited about working with VIP to develop the Community E-Network of the future,” concluded Mayor York.  “It is our pleasure to involve the city of St. Charles in the process for we know we’re organizing our community to maximize the technology advantages we currently enjoy to better serve our citizens.”

VIP commissioned Quilogy, one of three Microsoft senior integrators and trainer for Oracle, to create the first nationally standardized system to provide this service which is funded by Fortune 500 Thrivent Financial.

“In this economy, we need to create entrepreneurial opportunities.  (Ed) Watkins suggests that occupational (life) literacy, the jobless pursuing business opportunities that place talent and passion over utility, as a starting point to revitalize the economy. 

With the assistance of churches, local governments and community organizers, Watkins – the co-founder of the St. Charles Volunteers Impact Prosperity – is in the process of establishing a network of “Employment E-Centers’ in St. Louis, St. Charles and Wentzville.”

Each Community E-Network will provide every community member with free access to America’s Scholarship K-12 (ASK) program … a program to demonstrate to every member of the community that there is absolutely NO FINANCIAL REASON FOR THEM NOT TO SECURE A POSTSECONDARY DEGREE. 

This program was launched with the support of the Maxine Clark and Bob Fox Foundation, Anjon Products and the U.S. Fidelis Foundation.  The overall program is administered by Dr. John Smith and the financial program was designed and is coordinated by Waddell and Reed.

On March 7th, 2007, Volunteers Impact Prosperity (VIP) founder Ed Watkins and campaign ‘honorary chair’ Franklin County Sheriff Gary Toelke presented the results of the first community wide survey to determine the level of dependency that every community has on its’ ‘volunteer economy’ to Dr. Rick Warren, Mayor Slay, Missouri Governor Matt Blunt.  Dr. Warren, a ‘most influential world leader’, refers to the initiative as a ‘model for the rest of America’.”

“Leaders of 200 groups and companies recently commissioned a survey to figure out how much time people spent volunteering.  They learned that last year, people volunteered at 1,750 nonprofit agencies, churches, civic groups, local governments, hospitals and schools. 

The economic worth of their service is almost $278 million (based on 2006 per volunteer hour rate of $18.00 x 15,400,000 hours), the survey said.”
